Beyond the Bars (BTB) led a successful campaign in Miami-Dade County to eliminate regressive fines and fees within the carceral system and establish free jail communication, resulting in significant financial relief for families and formerly incarcerated individuals.

This case study examines a campaign led by Beyond the Bars (BTB) to address regressive fines and fees and establish free jail communication in Miami-Dade County. The campaign targeted the unjust system that perpetuates poverty through punishment and incarceration, focusing on the financial burdens placed on incarcerated individuals and their families due to fines, fees, and expensive jail communication.

BTB employed a multi-faceted approach, including storytelling, relationship building, and coalition formation, to push for change. They collected personal stories, conducted research, and engaged with decision-makers to highlight the disproportionate impact of these practices on marginalized communities. Through grassroots organizing, training, and policy advocacy, BTB successfully achieved significant outcomes.

The campaign’s efforts resulted in over $5 million being returned annually to families, the elimination of $72 million in debt for formerly incarcerated individuals, and a substantial reduction in jail call costs. Additionally, the campaign fostered membership growth and leadership development, empowering individuals to become advocates for change.

While the campaign achieved notable success, it also faced opposition from the local police union and some commissioners. The police union expressed concerns about prioritizing benefits for incarcerated individuals over law enforcement officers, while some commissioners raised objections based on fiscal responsibility and perceived priorities.

Despite these challenges, the campaign’s impact is undeniable. It has brought about meaningful change in the lives of individuals and families affected by incarceration, fostering greater equity, justice, and support within the Miami community. The campaign’s ongoing efforts focus on implementing free jail calls and advocating for the elimination of all remaining costs associated with incarceration.
